In practical compliance with Department’s September 22, 4 p.m., I addressed two notes to the Foreign Office, one calling attention to the insistent rumor relative to the views of the President of the Commission and stating that if these views were shared by a majority of the Commission my Government would regretfully feel compelled to advise American claimants not to resort thereto. To this note the Foreign Office has replied that it will investigate the report, but that the alleged views of the Commission’s President were not in any event shared by the Government.
[Page 943]My second note requested an extension of time for filing claims to November first. The Foreign Office replies that the Government is disposed to grant this request and will give the Embassy a definite answer soon.
The Commission has recently been increased by two reputable members, which seems to increase confidence in it.
