Washington, July 13, 1911.
Sir: The Department has received your No. 692 [672] of the 23d ultimo, enclosing copy of an instruction addressed by you to the consular officers in Mexico relative to the course to be pursued by them if they should be called upon by the State Governors or other Mexican officials for information in regard to the damages suffered by American citizens in consequence of the recent revolution.
In approving your action in this matter the Department desires to call your attention to instructions which have been issued by it to consular officers, a copy of which has been sent to you, together with further instructions as to the Embassy’s action.
