The Government of Mexico desires the permission of the Government of the United States for a brigade of Mexican Federal troops, under the command of General Blanquet, to enter American territory from Piedras Negras, Coahuila, in order to proceed by rail to Del Rio and Marathon, whence they will reenter Mexico. This Government proposes to stipulate that the Mexican troops go unarmed, their arms being shipped as baggage, and will also cause a small detachment of American troops to accompany them on the train as an escort. Before the issuance of definite instructions, I have the honor to request that you telegraph me, in accordance with the customary formality, the assurance that this course will be entirely agreeable to the State of Texas.
