Referring to last part of Department’s September 2, 1 p.m.
Inform the Minister for Foreign Affairs that in compliance with request of Mexican Embassy here, permission is hereby granted for from 1,000 to 1,200 troops to go from Ciudad Juárez via the Southern Pacific Railroad to the State of Sonora with the understanding that such troops shall traverse American territory unarmed, their arms and ammunition being sent as baggage, and with a small detachment of American troops to accompany them on the train as an escort. Appropriate authorities have been informed. Request the Minister for Foreign Affairs at once to inform the Department of the point of entry of the troops into Sonora and what persons at Ciudad Juárez will be authorized to make the necessary arrangements for the entraining of the troops, so that authorities of the War, Treasury, Commerce and Labor, and Justice Departments may be appropriately instructed.
