The Government of Mexico on February 6, 1912, requested permission to transport a force of 500 or 600 troops from Eagle Pass, Texas, via the Southern Pacific Railroad to Ciudad Juárez, Mexico. After consulting with the Governor of Texas, the Department of State on February 8 advised the Mexican Government, through the American Embassy at Mexico City, of its consent to the transportation of the troops as requested, with the understanding that such troops should traverse American territory unarmed, their arms being sent as baggage. As this movement of troops is designed to secure, among other things, the adequate protection of American life and property in the vicinity of Ciudad Juárez, the Department would appreciate your rendering such assistance looking to the speedy transportation of the troops as it may be possible for you to extend.
