The President stated to me to-day that the Federal army would exercise the greatest care if an attack on Ciudad Juárez became necessary to avoid firing across the line, but hoped that our Government would cooperate in every way possible to terminate an abnormal situation, which must result from Federal inability to attack effectually. He added an expression of his deep appreciation of the friendship and patience which the President has displayed toward Mexico throughout the recent trying times.
