The Governor of Texas informs War Department of indications that a Federal force, now approaching Ciudad Juárez, intends to recapture it. In that event bullets might pass across boundary and endanger American citizens on American soil. Bring this immediately [Page 884] to attention President Madero and Foreign Office. Very strongly urge instructions to attack so as to avoid firing across the line. If this risk can not be avoided during attack, suggest very urgently that attack be postponed until better opportunity to capture the city offers; do this as under specific instructions from the President. Suggest possibly equally effective siege operations.
