File No. 812.00/2912.

The Acting Secretary of State to the American Consul at Ciudad Juárez.

[Telegram.—Paraphrase.]

You will immediately, informally, and unofficially advise Campa that under no circumstances must there be any firing into American territory, and admonish him that any violation of this warning will almost certainly lead to consequences which it is to the interest of all true Mexican patriots to avoid. You will impress upon Campa the very great seriousness of the situation and the much-to-be-deplored results which would follow his failure to heed this warning. You will convey a like message officially to the commanding officer of the Federal troops.

Huntington Wilson.
