Colonel Edgar Z. Steever, Fourth Cavalry, commanding Fort Bliss, Texas, sends the following:

Mexican authorities in Juárez, also Mexican consul in El Paso, notified to prevent any firing into United States territory in case of further disturbances or disorder in or about Juárez, The Governor of Texas has sent similar message to military commander in Juárez in connection with my notification, and invite [sic] attention to the fact that last spring similar warnings were sent to General Navarro, the Federal commander, and General Madero, the insurrectionary chief. However, this warning did not prevent numerous shots falling upon United States territory, killing and wounding in El Paso some twenty-five persons. In case of bullets or other projectiles falling upon United States territory in spite of my warnings, what further action, if any, does the Secretary of War desire me to take?
