Felix Diaz has been made prisoner. This collapse of his revolt greatly complicates the general situation. Temporary success of the Government will only result in prolonging trouble. We should have warships in every Mexican port, prepared to remain indefinitely, as the Madero administration is absolutely impotent to bring about even a semblance of peace and order.
