Minister for Foreign Affairs informs me that the policy of this Government is to do nothing for the present in a military way except to surround Vera Cruz and to prevent escape of Diaz. He thought that every day of delay and of inaction on the part of Diaz would strengthen the position of the Government and alienate the people from the rebel movement. He assured me that no bombardment or other fighting in Vera Cruz was in contemplation.
