Revolutionary situation greatly aggravated. Frontier conditions causing greatest anxiety account international dangers involved. [Page 825] There seems to be, however, less bitterness, and if our nationals in States of Sonora and Chihuahua urgently require relief, it could be given without arousing much agitation. But in southern Mexico conditions are very distressing, great increase in number of marauding rebel bands, whose attacks are accompanied by unspeakable barbarities, mutilations, burnings. Evidence of increasing inability of Government to cope with the situation.
