Your July 29, 7 p.m. General Orozco informed me to-day that he would listen to me personally but not officially. He denies that his following welcome intervention; claims it was imperative to disarm American colonists as his forces needed the arms and ammunition: He made no promise of compliance with Department’s message but strongly deprecated the fear that Americans would encounter injury from his men.
