The Secretary of State to the American Ambassador.

The American Consul at Ciudad Juárez telegraphs:

In the Casas Grandes district the rebels are disarming American citizens, American rights, it is said, will receive in the future no more consideration than [Page 822] Mexican. Rebels very bitter against American Government; their desperation is such that I fear they will do what they can to cause intervention. Nothing more that I can think of to Orozco to influence rebels to improve situation. A demand should be made on the Mexican Government to at least draw the attention of the rebels part of the time from their devastations.

Bring this extremely urgent matter to the attention of the Mexican Government and say with all possible earnestness that this Government expects the Mexican Government immediately to make every possible effort to relieve the situation and protect American life and property.
