Manuel L. Luján to the Secretary of State.

[Telegram.]

I have the honor to transmit to your excellency the following, being the contents of a telegram received by me from General Orozco:

You can assure State Department that revolutionary party is giving Americans and other foreigners friendly and absolutely fair treatment. Have guaranteed the safety of all foreigners and their property. Every case of an individual outrage against a foreigner or his property is being punished to the full severity of the law. Deny absolutely that we have forced foreigners or Mexicans to make loans to us. Only public loan we have secured is one of 200,000 pesos, raised by voluntary subscription among bankers, merchants, and property owners of Chihuahua. Chamber of commerce of city of Chihuahua secured this loan. Expect important battles soon south of Jimenez. Have perfected organization of our forces. Now have 12,000 men armed and completely equipped with ammunition and rations in State of Chihuahua alone. In other sections of country there are 40,000 more men equally well armed, allied with revolutionary party and loyal to me. Revolutionary party completely controls States of Chihuahua, Sinaloa, Morelos, Guerrero, part of State of Mexico, and almost all of Federal District. New campaigns under way in Tamaulipas, Nuevo Leon, Coahuila, Zacatecas, and Sonora. There is sympathetic feeling for revolutionary party throughout country. Newspapers in City of Mexico strongly inclined in our favor. Public opinion strong against Madero—that, too, despite fact his answer to United States note was designed to stir sentiment in his favor. Madero has held several public meetings which he has crowded with paid shouters. Last night there was big public demonstration in city of Chihuahua in favor of revolution.
