Mr. de la Barra to-day indicated in conversation the opinion that the present Government could not continue to exist, though personally he hoped it might. I advised him to use the utmost diligence in supporting the present Government to the point where it was apparent it could not live and then to use his influence with Congress.

Conditions in Morelos, Guerrero, Sinaloa, and Puebla growing worse. Bodies of revolutionists of from 100 to 300 in different groups have practically surrounded Mexico City.
