At his own request I sent to the Minister for Foreign Affairs my note based on Department’s April 14, 3 p.m., late in the evening, as the Minister wished to avoid public expression. Comments on the alleged undiplomatic character of the note and its publication appear in the press, with report that the Minister will not accept the conclusions of the note. The Cabinet is now considering the Government’s reply.

The arms and ammunition for the American colony are now in the hands of the committee.
