The Mexican Ambassador to the Acting Secretary of State.

Consul of Mexico at New York tells me that a cargo of arms and ammunition has gone out on the steamship Monterey of the Ward Line, bound for Mexico, and that the shipper assured him that he was duly authorized by the Government of which your excellency [Page 769] forms part, notwithstanding that proper steps were not taken in the manner referred to in your excellency’s note dated the 26th instant, which was received to-day at 1 p.m., and to which an answer is now being duly prepared with the appropriate expressions of thanks. In virtue thereof, and owing to the urgency of the case, I permit myself to trespass upon your excellency’s attention in order that you may be pleased to tell me whether the aforesaid consul’s asseveration is accurate.
