File No. 812.00/3430.

The American Ambassador to the Secretary of State.

[Telegram.—Paraphrase.]

Associated Press wire is still refused. The cutting of telegraph lines and the undoubted connivance of the Government through indirect methods has arrested all news except from immediate vicinity. Mexican railway cut twice, and cable line cut last night. Mexican press reports surrender of Torreón without resistance. Situation grows worse in Puebla and Vera Cruz.

A new exodus of Americans from the city will begin and continue all through next week, as it is generally believed now that the Governernment is likely to fall.

The Orders of American Railway Conductors and Engineers submitted their ultimatum demands to President Browne to-day. In the event that these are not acceded to about 900 men will cease work on the National Railways.
