Excellency: I have the honor to acknowledge the receipt of your excellency’s note No. 1170, of the 21st instant and of your excellency’s telegrams of the 21st, 22d, and 23d,1 respectively, relative to the matter of excepting from the operation of the President’s proclamation of the 14th instant certain shipments of arms and munitions of war destined for the use of your excellency’s Government.

I have the honor to inform you that the President has this day decided to except the shipments in question from the operation of the proclamation mentioned, and has ordered released for exportation [Page 766] into Mexico the arms and munitions of war specifically mentioned in your note No. 1170 under reference.

In this connection I also have the honor to say to your excellency that whenever from now on it is represented to the Department that specific consignments of arms and ammunition are intended for the use of your excellency’s Government, the consignor will be informed that he should take the matter up with the Embassy under your excellency’s worthy charge, and that upon submittal by the Embassy to the Department of the necessary particulars relative to the consignments the matter will be given prompt attention and placed before the President as soon as possible for his final decision as to whether or not they may be exported.
