The press censorship is rigid, and it is evident that consular telegrams are being refused upon some pretext. I receive no reports from consuls either on Pacific coast or the south.

Acting on consular reports from Tampico I have directly requested the governor of San Luis Potosí to protect Americans and have his telegram in agreement.
