The President still hesitates to send the circular note referred to in my November 17. Meantime a German subject, Julius Weist, and an Italian subject, Bissio, each having a war claim against the Nicaraguan Government (the German claim pending before the mixed commission and the Italian claim about to be presented to it), have both withdrawn their claims, the German under instruction of the German Legation and the Italian on the advice of the Italian consul here. Both will seek a direct settlement with the Nicaraguan Government.
