The Nicaraguan Government has agreed to the Department’s proposed constitution of the commission as per telegram of February 27. The President intends to establish the commission at once, by decree; but opinion is expressed here that under the Zelaya constitution he can not do so without the ratification of the Assembly, which it seems will be impossible to secure.
