The request of the Chinese chargé d’affaires at Mexico City, as reported in your telegram of the 8th instant, was communicated to the Department of Commerce and Labor, and that department has sent the following instruction to the immigration inspector at El Paso:

In case attack upon Juárez permit Chinese enter El Paso under hest possible arrangements to insure prompt return on cessation hostilities there.
