Excellency: Referring to your excellency’s note of the 24th instant relative to the construction of the Colorado River defensive works, I have the honor to inform you that my Government having been informed by me that your excellency’s Government accepts the bases proposed by Mexico for the construction of the said works, the secretary of foreign relations telegraphed me that the treasury department will permit the importation of machinery and material under the conditions that will soon be communicated to me.
Assuring your excellency that I will hasten to communicate these data to your Department as soon as I receive them,
