I laid the Colorado River matter before President Diaz on November 7, pointing out its urgency, but because of the time required for making a copy of the plans it was not until the 9th that I communicated the matter to the foreign office. The foreign office replied to-day, saying that it would give an answer as soon as the plans had been properly studied. Another urgent note has been sent reemphasizing necessity for haste. Foreign office is in a state of great confusion.
