Excellency: Referring to your note of the 19th ultimo, communicating to the Department a request of your Government that measures be taken to prevent the enlistment of men in the United States for the invasion of Lower California, I have the honor to inform you that I am advised by the Attorney General, under date of the 30th ultimo, that this matter is already in the hands of the United States attorney at José Angeles, to whom he has forwarded a copy of your note, with instructions to proceed appropriately in the premises.
