Excellency: I have the honor to acknowledge the receipt of your note No. 1451, of the 25th ultimo, in which you request [etc.].
In reply, I have the honor to inform your excellency that the President has directed, subject to the acquiescence of the State of Texas, that permission be given to the Mexican troops to pass over American territory, it being understood that such troops shall travel unarmed, the arms being shipped as baggage. The President has also directed that a detachment of American soldiers shall accompany these Mexican troops as an escort. So soon as the acquiescence in this plan has been received from the authorities of the State of Texas you will be immediately advised.
