The Department is informed that Gen. Porflrio Diaz, former President of Mexico, will arrive at Habana the latter part of this week en route to Europe. You are instructed to call on him with the legation staff and to express to him the best wishes of this Government for the welfare and happiness of himself, Madame Diaz, and the members of his family.
