Excellency: I have the honor to acknowledge the receipt of your note of the 13th instant in regard to the return of the arms, ammunition, and war material relinquished by the Mexican Federal soldiers who surrendered to United States troops during the military operations at Agua Prieta in April, and to say in reply that I have communicated your note to the Secretary of War and the Attorney General for appropriate action, and shall not fail to acquaint you with their decision in the matter as soon as possible.
