The American Ambassador to the Secretary of State.
The Government commissioner, Carbajal, was to-day instructed to notify Madero that the President and Vice President will resign before the end of May, and Mr. de la Barra will be President ad interim, and also retain the portfolio of foreign affairs; the sub-secretary for foreign affairs will conduct the business of that office; the minister of war will be named by Mr. de la Barra and the remainder of the cabinet will be appointed after agreement with Madero. There will be an immediate general armistice and the Government will propose to Congress generous political amnesty. Mr. Limantour will soon leave the country, and will probably be succeeded in the treasury by Mr. Gómez del Palacio; Mr. Vásquez Tagle will probably be minister of justice.
