In further reply to the memorandum of the Embassy of Mexico, of February 16, 1911, in regard to reports that one Richard Ferris was organizing a force in California to invade Mexican territory, the Department of State has the honor to inclose for the embassy’s information a copy of a letter1 from the Assistant Attorney General, transmitting a report concerning the matter from Special Agent Herrington, of the Department of Justice, from which it appears that sufficient evidence against Ferris to convict him of violating the neutrality laws has not been obtained.
