Sir: Referring to the Department’s telegraphic instructions of March 28, 11 a.m., regarding the protection of the United States consulate at Nuevo Laredo, I have the honor to advise the Department that I have been informed by the Mexican foreign office that telegrams have been received from the governor of the State of Tamaulipas and the chief of the military zone in which Nuevo Laredo is situated stating that specific orders have been given for [Page 455] the protection of the consulate. I am communicating the substance of this dispatch to the consul to-day.
