Sir: I have the honor to acknowledge the receipt of your note, No. 1218, of the 8th instant, by which, in accordance with instructions from your Government, you call the Department’s attention to the difficulties experienced by Gen. don Gonzalo Luque, of the Mexican [Page 454] Federal Army, in receiving ammunition at Ojinaga, Chihuahua, intended for military operations in Mexico by the Federal Army. You state that the difficulties experienced by Gen. Luque are probably due to a misinterpretation of the laws of the United States by some subordinate official of this Government, who is preventing the transit of articles intended for military operations in Mexico by the Federal Army, and you ask that steps be taken by this Department looking to the removal of the obstacles referred to.

In reply I have the honor to inform you that translations of your note have ben sent to the Secretary of War, the Attorney General, and the Secretary of the Treasury for appropriate action.
