[Memorandum—Translation.]
Gen. Luque reports from Ojinaga, Chihuahua, that on the 7th of this month, at 9.30 a.m., four volleys were fired upon his soldiers by individuals from behind breastworks on American territory. It is believed that the authors of this outrage were rebels and that they crossed the river in front of San Francisco, where it took place.
There are witnesses who may supply the authorities of Presidio, Tex., with all the information in case of an investigation.
The embassy hastens to bring the foregoing to the knowledge of the Department of State for all pertinent purposes and thanks it in advance for such directions it may see fit to give in the matter.
