The Department has repeated your telegram to the embassy with instruction to demand, for yourself and American citizens at Nuevo Laredo, full and adequate protection, and you should make, a like demand upon the local authorities. If it should appear that protection by the Mexican authorities will not be afforded and that the lives of yourself and other Americans are in danger, it is the belief of the Department that the most practical thing to do would be to cross to the American side of the river.
