Excellency: Under instructions from my Government I have the honor to address these presents to your excellency to express the pleasure with which it has received the gracious explanations of the President of the United States concerning the mobilization of American troops.
Mexico could not look for any other attitude on the part of a country which for many years has proved itself so good a friend of hers and has so effectively contributed to her economic development.
President Taft’s words will no doubt ease public opinion in Mexico, and to that end it has been arranged to insert the message in the newspapers of the capital.
