Excellency: I have the honor to acknowledge the receipt of your note of the 3d instant, in which you state that the consul of Mexico at San Diego reports that 400 of the Springfield rifles held in that city by the United States have been sold within 10 days, manifestly for use by persons intending to invade Lower California.
The Department has taken note of your request that steps be taken to prevent invasions of Mexican territory from the United States, and has communicated your note to the War Department and the Department of Justice for appropriate action.
