Inform the President of Mexico through the foreign office that the President wishes to express the hope that no misapprehensions will result from unfounded and sensational newspaper conjectures as to the military maneuvers about to take place in Texas and elsewhere and begs to give President Díaz assurance that the maneuvers have no significance which should cause concern to our friendly neighbor on the south.
