The Mexican Ambassador to the Secretary of State.
The Embassy of Mexico represents to the Department of State that according to statements given by him to the press, the insurgent Simon Berthold has been and is now actively recruiting adventurers at Los Angeles, Cal., and in Imperial County, with Mexican and Ensenada in Lower California for their destination.
The data supplied by the said Berthold in the inclosed clipping from the Los Angeles Record1 throw light on the means resorted to by the persons concerned to disturb the peace and threaten the autonomy of Mexico and carry their designs into effect.
This embassy believes that with these facts the authorities could stop the organization of recruits and the sending of arms, ammunition and supplies to the insurgents of Mexicali. It also believes [Page 410] that the admission of the facts by the guilty will afford sufficient grounds for the institution of a judicial action against them.
