Sir: With reference to the Department’s telegraphic instruction of February 7, relative to the action of Mexican Federal troops in firing upon a Red Cross flag, I have the honor to inform the Department that I have received assurances that there will be no repetition of such an incident and that the matter has been placed in the hands of the minister of war for proper action.
