Sir: Referring to the embassy’s note of the 3d ultimo, wherein this Department was informed that Abraham González, Cástulo Herrera and P. J. Lomelí were engaged in seditious acts at El Paso, Tex., and request was made that this Government take action against them for violating the neutrality laws of the United States, I have now [Page 401] the honor to inform you of the receipt of a letter dated the 27th ultimo from the Acting Attorney General, stating that a copy of the embassy’s note had been forwarded to the United States attorney for the western district of Texas, with instructions to investigate the matter and institute criminal proceedings against these men, if it is found that they have violated the neutrality laws of the United States.
