Mr. Rockhill says he is informed by the chief of the department of Far Eastern Affairs that the Russian Government is sending a doctor and three assistants to make scientific study of the plague in response to China’s invitation, and that while they will be prepared to cooperate with investigators sent by other nations, that they are in no way under the authority of the Chinese Government.
