Executive decree 12th grants tariff reduction during 1911 of 30 per cent, an increase¹ on American flour and 20 per cent on remaining 15 items so favored during 1910. Have submitted supplemental list, but further concessions this year improbable. Conclusion of a reciprocity may be proposed.
