Imperial Government will move action of Bundesrat authorized in article 46 but suggests all interested parties confer and come to an amicable agreement. I have answered that such arrangement satisfactory if voluntarily accepted by American contractors, but that American remonstrances against effects of the law must continue until relief is had. I have called attention to option of extension of contracts and pressed for action in time for its exercise before July 1.
