Does your cable May 11 mean contracts will be filled at old syndicate prices? American contractors state they have information that potash bill passed Reichstag under misapprehension regarding views of this Government, and that if position of this Government is understood, law will not be enforced. If facts are as represented you will see to it that the position of this Government, as set forth in the department’s cable of May 4, is thoroughly understood by the German Government.
