Sir: Referring to previous correspondence on the subject, I inclose for your information and guidance a copy of a letter from the Secretary of the Navy¹ in which he states that his Department concurs in the opinion of this Department that the incident growing out of the rude behavior of the guard of the barracks in the city of Santo Domingo to the commanding officer of the U. S. S. Chester may now be considered as closed.
