Sir: Referring to previous correspondence in regard to the so-called “insurrectionary claims” against Cuba, I have the honor to report that day before yesterday the representatives of Great Britain, France, and Germany presented a joint note to the secretary of state requesting him to formulate any proposals the Cuban Government might be inclined to make concerning the character of the arbitral commission or tribunal to which Cuba would be willing to submit the question of the claims and as to the nature of the claims themselves.

The question of a reply is now being considered by the department of state.
