Sir: I have the honor to acknowledge the receipt of your note of the 10th instant in which you communicate to this department the reply made by the Russian Government to the note of the Swiss Legation at St. Petersburg in regard to the use of the Red Crescent by Turkey as the emblem and badge of the sanitary service of its armies.

Copies of your note have been transmitted to the Secretary of War and to the American National Red Cross.
