Sir: Referring to your request made to-day at the Department for the arrest at New York of Tómas Loscesta and Lazareto Calvo, charged in Spain with fraud, I have the honor to inclose copy of a telegram which has been sent to the Attorney General asking that the United States attorney at New York be instructed by telegraph to take the matter up with the Spanish consul general and to assist him in securing the arrest of the accused parties, in pursuance of article 13 of the extradition treaty between Spain and the United States. I also transmit herewith copy of the form of preliminary mandate.
